The examination on the role of political parties in legislating good governance laws is one ofthe areas in Public Administration and Governance and Political Science that has not been widely explored. Based on an extensive review of literature on the roles and functions of political parties, particularly of the works of Schmidt (1996). Hibbs (I 977, 1987a, 1987b. 1992. 1994). Cameron (1978, 1984), Tufte (1978). Castles (1982a, 1982b). AIt (1985). Garett and Lange (1986). Alesi an and Rosenthal ( 1995), Linderg. Rasmuseen, and Warnjen (2008). Hix (1994 1998, 2002, 2004, 2008) Fionna (2008). Case (1997, 2001, 1999). Ufen (2008). Teehankee (2002, 2005, 2010, etc.), Rocamora (2008, 2010), Hutchcroft (1999, 2003, 20 I 0. etc.). and others, the researcher found that the available literature is limited. and largely deals with the European context. Furthermore. the available literature mostly examines the nature, processes. agenda, candidates. and issues of political parties before and during elections but not after the elections have been concluded. The study aspires to address the gap in literature by focusing on the role of political parties in legislation. particularly in the agenda setting and policy formulation<br/>stage. using the Responsible Party Government Theory. In the end, study finds that political parties matter in legislation only at the agenda setting and in some activities of the policy formulation stage. i.e. sponsoring and polishing of bill or measure, opposing and critically engaging the resource person, delaying the movement of the bill and voting. The findings somehow contribute a new perspective on the role of political parties in post-election activities. |
