Summary: The main purpose of this research is to assess the level of effectiveness of social services during its implementation as well as to analyze the problems that are being encountered by the Local Government of San Pablo City, specifically in the local Health and Education Departments. This research examined and assessed the values and principles underpinning the work undertaken and their relation to particular conceptions of social services; test the significant difference with regard to the relationship between the delivery of services and the problems encountered; and propose an action plan to enhance the programs to be rendered during its implementation. Respondents of the study involved 572 people, covering different households in the five (5) selected Barangays which made this study sought to assess the level of effectiveness and the problems being encountered in the local Health and Education departments in San Pablo City, in particular.
