Developing library leaders is one of the challenges that the profession considers globally. What does it take to become a leader? How can we develop library leaders? The study aims to determine the competencies and level of leadership of Region IV-A Librarians and create a leadership development program that suits the needs of the librarians. The correlation of librarians' profile which includes educational attainment and work experiences to competencies and level of leadership is also revealed using the Pearson Correlation. Utilizing the G power to get the sample size, 68 librarians were surveyed to gather the data and employed the descriptive-correlation to meet its objectives. With the findings that the librarians hold the leadership competencies and are in Level 1 of Leadership, the created development program "Advancing Dynamic Library Leaders" ADLL as a result, is being recommended to advance to the next level and eventually increase the number of leaders in the profession.
